TC Collier is an active Consultant, Arbitrator and General Contractor, Arbitrator. Mr. Collier graduated Summa Cum Laude from the University of North Carolina at Chapel Hill in 1983 with his degree in Economics and English. While at UNC he did his thesis on Construction Cycles and the Supply of Loanable Funds, for which he received Highest Honors.
For over twenty-five years Mr. Collier has been active in construction, always as a principal in each organization or project. This career has included a wide variety of construction and real-estate related activities, including general contracting and development, as well as both vertical and horizontal development and construction. His experience encompasses office construction, condominiums, land development and roads, single-family construction, structural redesign/repurpose, historic renovation, disaster and defect remediation, structural failure correction, and construction resumption after stoppages.
Mr. Collier's duties and oversight have encompassed most areas of construction development and business management at one time or other, including conception, design, estimating, production, scheduling, architectural and engineering oversight, contracts, risk management, insurance, subcontracting, employee management, sales, leasing, finance, accounting, business planning, and business development.
Mr. Collier's consulting practice grew out of this experience as he was asked, first to serve as an arbitrator on the AAA Board of Neutrals, and then as a consultant in a variety of legal and insurance matters. Mr. Collier's unique blend of both his academic background and his ongoing work experience is ideally suited to insurance consulting, litigation support, business and construction consulting, and dispute resolution.
Recent consulting engagements include serving as the lead claims consultant in a multi-million dollar delay and defect case with multiple third-party claims, the testifying expert in a major construction injury case that settled the day after his deposition, consultant in a large municipal project liability case resulting in injuries, the field consultant for several multi-million dollar surety claims involving five major 50-100 million dollar projects with work stoppages scattered across the southern US, and testifying expert in a million dollar fiduciary duty claim involving an estate trustee and public accountant.
Mr. Collier has also recently served as the mediating consultant and analyst for a major insurance carrier to assess a two and a half million dollar property and casualty claim in a high-profile, complex, and business-sensitive case, and to consult on a construction dispute involving hidden forty percent cost overruns, delays, contract ambiguity, and severely limited documentation—resulting in all claims being dropped on behalf his client without litigation.
Mr. Collier is based in Atlanta, Georgia but consults nationally, with the support of an exceptionally experienced team as needed. This support includes the very best engineering, insurance, code, industry, sub-contracting, accounting, and risk management specialists. He and his family are active in the community in the Buckhead area of Atlanta.
